TUESDAY, January 9, 2001 5

(0)- None, to defer adoption of the Resolution until the Superintendent of the Patrick Henry Correctional
Unit can attend another Council Meeting to answer the given concerns.

Council considered adoption of a Resolution in support of an interchange on the proposed 1-73 to connect
with Barrows Mill Road for provision of easy access to Patrick Henry Community College, the Beaver Creek
Industrial Park, Memorial Hospital of Martinsville and Hem-y County, Liberty Fair Mall, and the Uptown
Business Area. After discussion, Council Members opted, instead, to send a letter in support of the concept,
in lieu of the Resolution. Additionally, it should be stated in the letter that an interchange is needed for the
City, but not a specific path. The City has already went on record supporting an eastem route for proposed 1-
73. It is vital for the letter to state that the City does support and endorse the 1-73 concept. City staff was
directed to initiate the letter.

Council considered adoption of a Resolution in support of the use of local medical facilities. City Manager
Reynolds summarized that Memorial Hospital and Trigon have not resolved a contract issue that has the
potential of affecting the health care of local residents. 'Mr. Reynolds stated the Resolution is important for
City support for the protection of City employees and residents served by Trigon. Council moved upon
motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Ferrill, and
Roop; Nays (0)- None, adoption of the Resolution as follows:

WHEREAS, the City of Martinsville has 770 employees on its payroll that serve both its Municipal and
School Divisions, and

WHEREAS, 733 of these employees participate in a health insurance program offered through Trigon along
with approximately 20,000 other public and private sector employees in the Martinsville-Henry County area;
and

WHEREAS, the City of Martinsville has always taken into consideration whether or not a health insurance
company has a primary relationship with the local hospital as a part of its health care coverage selection
process; and

WHEREAS, Trigon had such a relationship with the local hospital at the time of its selection to cover the
City's employees; and
