TUESDAY, January 9, 2001 3 <br /> <br />members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Ferrill, and Roop; Nays (0)- None, to adopt <br /> <br />Ordinance Number 2001-1 as follows: <br /> <br />ORDINANCE NO. 2001-1 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled on <br />January 9, 2001, that Chapter 12--Motor Vehicles and Traffic, Article III--Vehicle License, Sections 12-51, <br />12-53 and 12-55 of the Martinsville Code be, and it hereby is, amended, as follows: <br /> <br />Section 12-51. Fee. <br /> <br />The annual license fee for vehicles required to be licensed under this article shall be as follows: <br /> <br />(1) <br /> <br />Automobiles: Twenty dollars ($20.00), except the cost of a decal for a vehicle purchased <br />after October 1, or whose registered owner did not become a resident of the City until on <br />or after October 1 of the year in question, shall be ten dollars ($10.00) per vehicle. <br /> <br />Section 12-53. Issuance of decal generally. <br /> <br /> Upon proper application, payment of the prescribed fee and compliance with other provisions of this <br />article, a city license decal shall be issued for the motor vehicle liccnsed undcr this articlc for which said <br />application was made. <br /> <br />Section 12-55. Display of local license decals required; penalty. <br /> <br /> Pursuant to the provisions of Section 46.2-752K of the Code of Virginia (1950) and subject to the <br />provisions of Section 46.2-755 of the Code of Virginia (1950), any resident of the Counties of Hem-y, <br />Patrick, Franklin, or Pittsylvania or the Cities of Danville or Martinsville shall be required to display a valid <br />local license deeal issued by the county or city of his or her residence on any motor vehicle, trailer or <br />semitrailer owned by such resident. Any person who operates a motor vehicle, trailer or semitrailer in this <br />city on which such a valid local license decal is not displayed shall be guilty of a Class 4 misdemeanor. A <br />violation of this section by the reeistered owner of any such vchiclc may not be discharged by payment of a <br />fine except upon presentation of satisfactory evidence that the required local license decal has been obtained. <br /> <br />Council considered adoption of a Resolution. Mr. James Tobin, Executive Director of Piedmont <br />Community Services, addressed Council and explained this request is for adoption of a Resolution to show <br />support for keeping the Southem Virginia Mental Health Institute open in Danville for use by Martinsville <br />and Henry County residents. Mr. Tobin explained that, this week, the Virginia Department of Health <br />released a plan that called for closing the given hospital in six years as phase one of the plan. The concept <br />originated as a recommendation from the Virginia General Assembly. Henry County, local law enforcement <br />agencies, and Piedmont Community Services have already went on record in opposition of the plan. There is <br /> <br /> <br />
