Bank of America - Second Floor
8 Lester Street
Martinsville, Virginia 24112

Enclosure

Patrick Henry
Development Cduncil
Marketing Martinsville and Henry County, Virginia

#5

540 632-8188
FAX 540 632-6410
www. phdc.org

January 17, 2001

Mr. Tom Harned
Assistant to the City Manager
Commtutity Development
City of Martinsville
55 West Church Street
Martinsville, VA 24112

Dear Tom:

The PHDC is concerned about the economic impact that the restriction of truck traffic
on Rives Road would create for the City of Martinsville and its residents. The Rives
Road Industrial Park is extremely suitable for medium to heavy manufacturers because
of the railroad and utilities offered on the 50-acre site. The PHDC has been marketing
this site to manufacturers in plastics, metal fabrication and food processing that require
rail service. These companies have a history of paying above average wages and would
be a great fit for our skilled labor force. Only 10% of available sites in Virginia are rail
served. We have an asset in Rives Road Industrial Park that is highly marketable to
new, diversified industries. Without unlimited truck access to bring products in and out
of the site, Rives Road Industrial Park will become unattractive to any prospective
business.

Another concern is the impact that the restriction of truck traffic will have on the future
growth of the existing industries located on Rives Road. American of Martinsville,
Nationwide Homes and VF Imagewear all utilize the road to transport raw and finished
products to various destinations. We, as a community need to encourage growth and
accommodate the transportation needs of both new and existing businesses.

Sincerely,

Executive Director
