267 November 28, 2000 does hereby authorize the City Manager to submit all information needed to apply for joint Enterprise Zone designation with Henry County through the Virginia Department of Housing and Community Development, and to carry out all program administrative and reporting requirements on its behalf. Council considered implementation of the collection of the new State Electric Consumption Tax. City Manager Reynolds stated, "This issue has already been adopted, except for who will pay the State Consumption Tax. My recommendation is not to pass it on to the customers. The total will be approximately $248,000, with $60,000 being paid back to the City." By general consensus with no vote taken, Council agreed to implement the recommendation as presented. Vice Mayor Teague stated, "We should request the General Assembly to change this so we don't have to pay it in the future." Council considered adoption of Ordinance No. 2000-8 amending Appendix A - Schedule of Water and Sewer. Rates of the City's Terms and Conditions for Water and Sewer Services.
