267 <br /> <br />November 28, 2000 <br /> <br /> does hereby authorize the City Manager to submit all information <br /> needed to apply for joint Enterprise Zone designation with Henry <br /> County through the Virginia Department of Housing and Community <br /> Development, and to carry out all program administrative and <br /> reporting requirements on its behalf. <br /> <br /> Council considered implementation of the collection of the new State Electric <br />Consumption Tax. City Manager Reynolds stated, "This issue has already been <br />adopted, except for who will pay the State Consumption Tax. My recommendation is <br />not to pass it on to the customers. The total will be approximately $248,000, with <br />$60,000 being paid back to the City." By general consensus with no vote taken, Council <br />agreed to implement the recommendation as presented. Vice Mayor Teague stated, <br />"We should request the General Assembly to change this so we don't have to pay it in <br />the future." <br /> <br /> Council considered adoption of Ordinance No. 2000-8 amending Appendix A - <br />Schedule of Water and Sewer. Rates of the City's Terms and Conditions for Water and <br />Sewer Services. City Manager Reynolds stated, "My recommendation is to approve the <br />original proposal with the sewer rates beginning January 1, 2001, and the water rates <br />beginning April 1, 2001." Octavia Prunty of Holt Street stated, "This looks like a 50 <br />percent increase and not based on working people." Gil Martin of Blue Ridge <br />Aquaculture stated, "We're being forced to establish our own water treatment plant. <br />This will be a very severe penalty to one industry." James Prunty of Holt Street stated, <br />"1 hate to see jobs going out of the City because of water increases." Barbara Ashby <br />stated, "The criteria from Social Services was sent to me. The regulations are at their <br />discretion." Jim Severt of 1101 Corn Tassel Trail stated, "It is unfair that outside users <br />are getting less of an increase than the citizens who pay real estate and personal <br /> <br /> <br />
