November 28, 2000

265

once stable employment has created much anxiety and enormous
financial hardship on many of our citizens; and
WHEREAS, the Haskell family has contributed to the community
throughout the years and has now initiated and joined forces with
the Public Welfare Foundation of Washington, D. C., to donate a
total of $200,000 to five agencies (Family Life Services' Medical
Clinic, For the Children, Citizens Against Family Violence, the
YMCA, and Patrick Henry Community College) which are helping
unemployed residents of the area; now, therefore,
BE IT RESOLVED by the Council of the City of Martinsville,
Virginia, assembled in regular session this the 28th day of
November 2000, that said Council wishes to recognize and express
its sincere gratitude and appreciation to the Haskell family and the
Martinsville Bulletin for their contributions to the community and
creating and initiating the spirit of giving.

Mayor Crabtree recognized Rocky Cooper, who was in attendance and working
on a Boy Scout badge.

Council considered business from the floor. Betty McDowell of 737 Indian Trail
stated, "1 feel that the water and sewer rate increase would be a crippling blow to the
people, the City, and other industry. Are there rental fees for everyday parking in the
Church and Broad parking lot? If so, what is the City's revenue? The City needs to be
tight-fisted. I commend City Council and encourage you to make sure you've looked at
every avenue to save money." City Manager Reynolds replied, "A commitment was
made to provide parking. What we're paying for leases haven't changed." Vice Mayor
Teague stated, "At budget session, we need to re-evaluate parking lots and investigate
what other localities are doing." Louise Prunty of Holt Street stated, "1 disagree with the
rate increases. We can't compare with other cities. I've noticed problems everyday;
they need to be looked at closely and corrected."

Council considered conducting a Public Hearing to consider a Resolution on the
proposed Enterprise Zone application to be submitted jointly by the City of Martinsville
