280 <br /> <br />December 12, 2000 <br /> <br />amendment to Section 12-51 regarding prorating; the subsidiary motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 4 - 1; Yeas <br />(5) - Crabtree, Ferrill, Roop, Teague; Nays (1) - Dallas. The amended main motion <br />was carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br />Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered adoption of a Resolution to support the development of a <br />Virginia Birding and Wildlife Trail in Virginia. Bonnie Greenwalt, Director of Tourism, <br />stated, "This would be located between Interstate 81 and U. S. Highway 29. There's no <br />money involved and no way to lose." Jim Beard, of the Virginia Museum of Natural <br />History, added, "This project is primarily wildlife watching for a fairly specific audience." <br />Council Member Dallas moved to adopt the following Resolution; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br />(5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> WHEREAS, the City of Martinsville has received information that <br /> the Virginia Department of Game and Inland Fisheries, hereafter <br /> referred to as "DGIF," has set a goal of obtaining TEA-21 <br /> (transportation enhancement) funding for the purpose of creating <br /> the Virginia Birding & Wildlife Trail; and <br /> WHEREAS, the City of Martinsville has identified ecotourism as a <br /> priority in their tourism development program and it appears that <br /> the Virginia Birding & Wildlife Trail would strongly complement their <br /> ecotourism initiatives and enhance local economic development; <br /> and <br /> WHEREAS, bird watching and nature-tourism are rapidly growing <br /> components of the tourism industry, attracting more than two million <br /> individuals annually to existing Virginia sites and generating nearly <br /> $700 million annually; and <br /> WHEREAS, the Virginia Birding& Wildlife Trail is intended to unify <br /> existing and potential wildlife watching sites into a single, cohesive, <br /> marketing entity; and <br /> WHEREAS, the proposed Birding & Wildlife Trail will be a driving <br /> trail using Virginia's existing highway system to link some of <br /> Virginia's best wildlife watching sites providing recreational <br /> <br /> <br />
