252 <br /> <br />November 7, 2000 <br /> <br /> A 'special meeting] Of the Council of the City of Martinsville, Virginia, was held <br />November 7, 2000, beginning at 5:37 P. M., in Council Chamber, Municipal Building, <br />with Mayor Mark Crabtree presiding. Council Members present included: Mark A. <br />Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council Members J~ Ronald Ferrill <br />and Terry L. Roop. Absent was Council Member Bruce H. T. Dallas. <br /> <br /> Council considered adoption of a Supplemental Ordinance amending the <br />Ordinanceof City Council .authorizing the issuance of up to $3,100,000 principal amount <br />of a solid waste revenue bond for purposes of assisting in improvements to the City <br />Landfill, and providing for the form, details, and payment thereof. Earl B. Reynolds, Jr., <br />City Manager, stated, "The total package is well within our anticipated target, and the <br />interest rates are better than we had expected." Vice Mayor Teague moved to adopt <br />the Supplemental Ordinance [Attachment A]; the motion was duly seconded and carried <br />by the following roll call vote, with all members present voting: Vote 4 - 0; Yeas (4) - <br />Crabtree, Ferrill, Roop, Teague; Nays (0) - None; Absent (1) - Dallas. Vice Mayor <br />Teague moved to authorize the City Manager to enact the Bond Sale Agreement <br />[Attachment B]; the motion was duly seconded and carried by the following roll call vote, <br />with all members present voting: Vote 4 - 0; Yeas (:4) - Crabtree, Ferrill, Roop, <br />Teague; Nays (0) - None; Absent (1) - Dallas. <br /> <br /> There being no further business to come before Council during their special <br />meeting, upon motion by Council Member Roop, duly seconded, by unanimous vote, <br />Mayor Crabtree declared the meeting adjourned at 5:44 P.
