Why will we <br />experience a larger increase than outside customers?" Council Member Roop replied, <br />"The issue was to maintain a competitive rate." Mr. Crigger stated, "I'm concerned with <br />the elderly, retired, and disabled. I would like for Council to consider each department <br />having an escrow account, not to be drawn by the general fund, with surplus money <br />from the rate increases being deposited." Lem Nolen, of 219 Greyson Street, asked, <br />"When houses are converted to apartments, is there one meter or one for each <br />apartment?" John Dyches, Water Resources Director, replied, "Most of them have only <br />one meter and are charged the minimum." Mayor Crabtree declared the Public Hearing <br />closed. Council Member Roop stated, "One of the first issues that I presented when <br />first elected was to ask for a review of the whole City for efficiency. I formalized this in a <br />letter to Council in May. The only thing that's been done is a review of water and sewer <br />services." Vice Mayor Teague stated, "These types of discussion are difficult. We've <br />talked about doing one department at a time. We've talked about looking at each <br />department at budget time." Council Member Roop stated, "1 don't believe during <br />budget sessions is the time to review efficiency. Council and citizens need to know <br />what money is under the control of the City and what is not." City Manager Reynolds <br />stated, "Out of $24 million, $3.8 million would be up for discussion." Council requested <br />that Staff put all budget items into graphs or charts, according to department, agency, <br />constitutional officer, etc. Mr. Sanders stated, "1 think ten percent should be cut from <br />every department." Vice Mayor Teague moved to adopt Ordinance No. 2000-8, on first <br />reading, and request Staff to submit additional information regarding inside/outside <br /> <br /> <br />
