Vice Mayor Teague moved to adopt the alternate proposal of <br />Ordinance No. 2000-8 [Attachment A], on second reading; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 4 - 1; Yeas <br />(4) - Crabtree, Ferrill, Roop, Teague; Nays (1) - Dallas. <br /> <br /> Council Member Roop moved for Council and Administration to proceed forward <br />immediately of an analysis of the City's programs and personnel that we're funding, <br />including the School Board and constitutional officers, provide this information back to <br />the citizens with costs, and request their input; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 4 - 1; Yeas (4) - Crabtree, <br />Ferrill, Roop, Teague; Nays (1) - Dallas. City Manager Reynolds stated, "A schedule <br />will be developed to review with a timeline." <br /> <br /> Council considered adoption of a Resolution approving the financing of the <br />Industrial Development Authority of the County of Franklin for the benefit of Goodwill <br />Industries of the Valleys, Inc., for the issuance of the Authority's revenue bonds or notes <br />in an amount not to exceed $4,500,000. Richard Jones, Goodwill Director of <br />Operations, stated, "We would open a retail store in Martinsville of 12,000 square feet <br />and 31 new jobs. We would be good neighbors." Vice Mayor Teague moved to adopt <br />the following Resolution; the motion was duly seconded and carded by the following <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, <br />Teague; Nays (0)- None: <br /> <br /> WHEREAS, the Industrial Development Authority of the County of <br /> Franklin (the "Authority") has considered the application of Goodwill <br /> Industries of the Valleys, Inc. (the "Borrower") requesting the <br /> issuance of one or more of the Authority's revenue bonds or notes <br /> in an amount not to exceed $4,500,000 (the "Bonds") to assist in <br /> financing (a) the acquisition, renovation and equipping of a <br /> <br /> <br />
