Small General Service (S.G.S.) consumer. The term "S.G.S." consumer shall have the same meaning as defined in the City of Martinsville, Virginia Electric Service Terms and Conditions approved by' City Council on March 1, 1998 or subsequently amended. Service provider. The term "service provider" means the person or business to include the City of Manhsville, who delivers electricity or water service. whether metered or unmeterecl. Used primarily. The term "used primaffiv" relates to the lar~er portion of the use for which electric utility. service is furnisheeL Seller. The ~vord "seller" means any person ~vho sells and furnishes any utility service, whether motered or unmetorecL UtiliO~ service. The term "utility service" means electric service or water sexyice furnished or used within the corporate limits of the city. (Code 1971, 6-38) Sec. 21-29. Purpose and policy. It is the purpose and policy of the city, in enacting this article imposing a tax on the users of electricity and water within the city, to equalize, as far as practicable, the burden of taxation among its citizens. Sec. 21-30 Levied; mount on water service. (a) There is hcroby imposed and levied by the city, upon each purchaser or user of a_utility service, a monthly tax of one dollar ($1.00). (b) In addition to the foregoing there is heroby imposed and levied on every residontial user of electric service an additional tax as follows: (1) One dollar ($1.00) where the monthly electric servico charge decs not exceed ten dollars ($1o.oo). (2) One dollar and ~-~y cents ($1.50) where the monthly electric service charge exceeds ten dollars ($10.00) but does not cxceod twenty dollars ($20.00). (3) Two dollars ($2.00) where the monthly eloctric service charge exceeds twenty dollars ($20.00). (~l) Where the monthly electric service is unmetorod, one dollar ($1.00) (c) In addition to tho foregoing then: is hereby imposed and levied, on every commercial or industrial ~ of elcctric service an additional tax as follows: (1) Fifth (15) In'cent of each monthly. eloctric service charge, cxccl~t that no tax shall bc impo,'~cl on so muoh of each monthly eloctric service charge as shall exceed the mount of two thousand six hundred sixty six dollars and sixty sevencents ($2,666.67) and provided that the total monthly tax imposed a~inst any person hereunclor shall not excc~ the amount of four hundred dollars ($400.00). In all oases where the seller colleers the price or submits bills for ol~ric senice for periods of two (2) months, the tax for each two (2) months' period shall bc double or twice that herein above imposed.
